RECORD Mian Shah Din (D–2010)
1953–1958: ARP Officer / Civil Defence Officer. Status: Gazetted position with Magisterial Powers.
Context: Managed Air Raid Precautions (ARP) and municipal public safety protocols during the
post-independence reorganization.
1958–1960: Chief Staff Officer, West Pakistan
Context: Coordinated provincial civil defense operations at the apex level during the historic 'One Unit'
era.
1960: Section Officer (Inaugural Batch) — Civil Secretariat, Lahore
Context: Secured a position in the top ten merit list of a highly competitive examination and interview
cycle conducted by the West Pakistan Public Service Commission (WPPSC). He was a pioneer of the
newly introduced Section Officer system.
1960s: Section Officer & Administrator
Served across multiple specialized administrative frameworks: First appointment was as Section officer establishment S&GAD; Governor Akhtar Hussain alongwith his State protocol and the Press personally visited Mian sahib's office to welcome him as well as for saying goodbye as his tenure was coming to an end.
• Home Department: Appointed as Section Officer Police, handling provincial law enforcement
administration.
• S&GAD: Served across the Organization & Methods (O&M), Establishment, and Welfare wings.
• Alfalah Building, Lahore: Appointed as the Administrator of the iconic Alfalah Building during this
decade.
Late 1960s: Estate Officer, S&GAD
Context: Tasked with the allocation and management of government residential infrastructure and
properties in Lahore.
1970: Secretary, provincial Pension Cases Disposal Committee (PCDC)
Context: Managed the administrative operations for the resolution of provincial civil servant retirement
and pension claims mostly by the widows and orphans of the deceased retirees.
Post-1970: UK Training & Senior Promotion
Context: Completed advanced professional civil service training in the United Kingdom, leading to a
promotion to Senior Class 1 (Grade 18).
1972: Assembly Deployment
Context: As a Section Officer, he officially headed the Provincial Assembly (PA) dispatched team in the
assembly during a critical political transition.
Mid 70s scenarios:
He was elevated to rank of PCDC Chairperson.
Appointed inquiry officer to probe the illegal action of CM Office driver. The Driver was found innocent so was acquitted from all charges on merit.
Removal, and Reinstatement
Context:
The angered CM office
abruptly sacked Mian sahib.
During General Zia's era, Mian sahib got reinstated with full honors with all back salary as well as with overdue promotion. He resumed active duties as Deputy Secretary,(Welfare) S&GAD.
1979:
Though,he was Positioned as a Grade 19 executive in his final years of public service, yet he opted for early retirement. He didn't consider the handsome offer of his promotion to next higher level soon as was promised by his superiors.
Private Sector:
1980s: Corporate Leadership Career
• Kisan Farms Ltd, Lahore: Served as the Chief of Accounts.
• Ali Chemicals Ltd, Karachi: Appointed as the Managing Director (MD), leading corporate executive
operations.
1988: Migration to Canada
Context: Permanently immigrated to Canada following his executive career in the private sector.
June 14, 2010: Passing & Final Resting Place
Context: Passed away peacefully on June 14, 2010, and was laid to rest in Oakville, Ontario, Canada.
