* Name & Lineage:  Mian Muhammad Shah Din belonged to the Arain caste of Baghbanpura, Lahore.

* He was completely UNRELATED to the earlier 20th-century colonial jurist, Justice Mian Muhammad Shah Din (d. 1918), who served as the first Muslim judge of the Punjab Chief Court. 

Under discussion is the later Mian Muhammad  Shah Din who established a legendary reputation for unyielding administrative discipline, zero tolerance for corruption, and profound, quiet philanthropy.

* Academic Achievements: He topped his Matriculation Examination at Government High School, Baghbanpura, Lahore, permanently carving his name on the school's historic honors board. He secured the 2nd position in F.Sc Non-Medical and graduated with a Master’s Degree in Urdu Literature in 1953, receiving a historic Special Letter of Commendation for his groundbreaking thesis on Allama Iqbal.

* The Feat: During a 1950s joint military exercise, Mian Shah Din executed an extraordinary feat of physical and mental endurance. He swam across the freezing, turbulent waves of the Chenab River at midnight during a winter field competition.

* The 45-Mile Trek: Shivering under the canvas of a military tent, he snatched only a few hours of rest before spending the remainder of the night walking and crawling a grueling 45 miles to the Gujranwala Cantonment the next morning.

* Command Status: Recognizing his natural leadership, the Commander-in-Chief, General Ayub Khan, personally awarded him a private cash prize, an official Letter of Commendation, and bestowed upon him the temporary, honorary rank of Army Captain for exercise purposes so he could legally command his tactical unit.

* Early Postings: He joined government service in 1953 as an Air Raids Precautions Officer (Gazetted Officer), later serving as District Civil Defence Officer for Multan with Magistrate Powers.

* Bahawalpur House, Lahore: From 1958 to 1960, he served as Chief Staff Officer at the West Pakistan Civil Defence Headquarters at Bahawalpur House, Lahore.

* The Operational Duo: His office was adjacent to the Director of Civil Defence, Colonel Iqtidar Ali Shah (I.A.S.) Dara—a global sports giant, Olympic gold medalist, and captain of Pakistan's first Olympic hockey team.

* International Training 1970: following the dissolution of the "One Unit" scheme, he successfully completed advanced foreign training at the Civil Service Staff College in London, graduating with distinction alongside peers like Mr. A.Z.K. Sherdil (later Chief Secretary of Punjab).

* Defying Nepotism: As Estate Officer of the West Pakistan Civil Secretariat, he held absolute authority over housing allocations in the elite Government Officers Residences (GOR-1, 2, and 3). When Mr. Tari, a senior-most Cabinet Minister and Leader of the House, pressured him to allot a prime GOR-1 bungalow out-of-turn to a personal favorite, Mian Shah Din flatly refused. This act earned him the lifelong respect of his CSP peers but made him a target for corrupt political elements.

* The Driver Inquiry Case in the mid 70s: while presiding over an official Inquiry Committee investigating a Chief Minister's office driver, he refused intense executive pressure to wrongfully convict the man. He acquitted the driver on pure merit, which resulted in his summary forced retirement during the PPP era. 

He was later fully reinstated with back-dated promotions under General Zia-ul-Haq's administration before opting for voluntary early retirement in 1979/1980 as Deputy Secretary (Welfare) in S&GAD Punjab.

 Provincial Secretary PCDC, Mian shah Din ---took over as Chairperson of the PCDC. He replaced the Accountant General and weaponized the committee to serve vulnerable widows and orphans, enforcing an absolute zero-tolerance policy for bureaucratic delays.

Mian Muhammad Shah Din stood out as a titan among public servants—a brilliant administrative intellectual whose life story serves as a profound masterclass in character, resilience, and unyielding principles.

Academic Excellence and Military Commendation: Mian Shah Din’s foundational achievements included a Master's in Urdu Literature and a thesis on Allama Iqbal that earned a historic Special Letter of Commendation from University of the Punjab Vice-Chancellor Professor Hameed.

For preventing the frequent identity confusion encountered by search engines and researchers, it is documented that two separate historical figures from the same region share this name:

belonged to the Arain caste of Baghbanpura,Lahore. Served in civil administration from 1953 to 1979. He joined private sector and then migrated to Etobicoke ON Canada in 1988.
He passed away on June 14, 2010 and buried on june 15 2010 in Oakville ON. 

(2)  ■The Colonial Jurist (similar name): Justice Mian Muhammad Shah Din also belonged to the Arain caste of Baghbanpura, Lahore, and became the first Muslim judge of the Punjab Chief Court. He passed away on July 2, 1918.

Chief Staff Officer Mian M Shah Din was given an office adjacent to Director Civil Defence, Colonel IAS Dara (a legendary Pakistan field hockey icon of global recognition).

1960-1970
The Civil Secretariat Induction (7 parts)

* Cleared an aggressive examination by the West Pakistan Public Service Commission joining the historic first batch of the Top 10 specialized Section Officers formally cadred into the WPSS (West Pakistan Secretariat Service).

After administrative training was completed, he was assigned to serve as Section Officer for services & general administration department (S&GAD) in the Establishment Section. Class 1 officer.

Extra ordinary welcome:
A few days later, the outgoing Governor of West Pakistan honourable Akhter Hussain personally visited Mian Sahib’s office with full press and protocol to welcome the young Shah Din sahib in civil secretariat and for saying goodbye as his tenure as Governor would soon be over.

Around the late 60s, Mr AZK Sherdil CSP was working as a fellow Section officer in the S&GAD as well.
Mr Sherdil CSP went for the UK training in 1970, Mian Shah sahib joined the same course.

Mian sahib's  mastery over policy matters was so profound that high-profile CSP (Civil Service of Pakistan) officers—including Syed Nusrat Hussain, Hasan Zaheer, Ikhlaq Hussain, Chaudhry Irshad, and future Chief Secretary Mr AZK Sherdil—frequently attended and praised his lectures. 

(Defying Political Pressure)
As the Estate Officer, Mian sahib was controlling all Government Officers' Residences (GORs).

A senior-most Cabinet Minister Mr Tari (leader of the House in PA) asked him to allot 'out of turn' a GOR-1 bungalow to his personal favorite. 
But,  Mian Sahib flatly declined his request, upholding strict merit. 
 At some point, Mian sahib headed the PA team during the assembly sessions.

Mian sahib as "senior class 1 officer" was also given full control of Alfalah Building lahore as its administrator.

(Rizq-e-Halal Lecture upon Chief Secretary's directive)
Mian sahib visited the Lahore Zilla Kachehry Masjid to deliver an ethical lecture to "all sitting Magistrates" on the absolute spiritual necessity of maintaining a lawful, honest livelihood (Rizq-e-Halal).

*Following the dissolution of  "One Unit scheme," his cadre transitioned to the PSS (Provincial Secretariat Service)—the structural predecessor to today's modern PMS (Provincial Management Service).

*1971 War Deputation: 
Served as Additional Director briefly and visited Gujrat where he received a formal Spasnama (Civic Address of Praise) from the grateful public after his great speech.

On another occasion, he went to Mianwali, where he was received by a massive crowd of around 500 officials, as claimed to have witnessed by a serving PAF Wing Commander. 


*Past mid 70s, Mian Shah Din Secretary PCDC  got elevated as Chairman Pension Cases Disposal Committee to protect widows and orphans of the deceased employees.

Since Mian sahib replaced the Accountant General punjab for the PCDC Chairmanship, Pakistan Television (PTV) arrived at his residence with full studio crews for an exclusive one-on-one interview. 

(The Sacking & Reinstatement)
Around the mid-1970s, he was still working as "Senior Section Officer" for the S&GAD, but he was appointed to probe a misconduct allegation against a Chief Minister's office driver. 

Told by powerful elements to find the accused guilty "no matter what," however, Mian Sahib refused to destroy an innocent man's life and cleared him on pure merit. 

In retaliation, the CM Office forced him into the early retirement. 

After the PPP regime was sacked due to Martial law in the country.

Reacting to wrongful forced retirement Mian Sahib filed a review petition before the martial law administration under General Zia-ul-Haq. 
He won full restoration of service from the back date with full benefits including his long overdue promotion to the position of Deputy Secretary.

Though he was likely to be promoted further from his current grade 19 position as Deputy Secretary (Welfare-S&GAD), yet he chose to go for his "early retirement" in 1979.

---Philanthropy and Quiet Charity---
Salary & Pension Vow: 
Mian sahib, waged a silent war against poverty by giving away 50% of his active salary monthly to the needy.

After retirement, he donated almost 100% of his pension to charity until his passing.

Around 1970, Mian Sahib and his two brothers donated "21 kanals" of agricultural land to a desperate, impoverished man named Mr. Ayub to fund the marriages and survival of his six daughters. 

In fact, the same piece of land was later rezoned as commercial.

Mian Sahib sold his Lahore residence and bought a shop in Rabi plaza at the Main blvd Gulberg in 2004. 
The said 6 story building ended up as 9 stories building. 
As violation was noticed, three illegal floors were demolished by the officials. 
Debri has been  lying everywhere since then---therefore, physical possession continues to remain impossible.

In other words, Mian sahib left the world with nothing - no physical property behind for his children. 

Only sweet memories of his advice and تربیت to his children still remain intact.

Post-Retirement Corporate Career & migration: 

* Served as Head of Accounts for Kisan Farms Ltd. at the Mall Lahore.
