Special on Mian Muhammad Shah Din

BIOGRAPHY OF MIAN MUHAMMAD SHAH DIN

A Pillar of Integrity, Intellect, and Public Welfare

Core Philosophies & Life Motto

* The Ultimate Motto: "Life is not tough, toughness is life."

* The Ultimate Request: A lifelong advocate and practitioner of

"Rizq-e-Halal" (honest, pure livelihood), urging everyone he crossed paths with to never compromise on financial integrity.

I. Core Identity & Clarification of Heritage

* The Two Legends of Baghbanpura: In the historic area of Baghbanpura, Lahore,

there were two distinct and highly respected public figures known fondly as 'Baboos':

  1. Baaoo Mian Manzoor (Chief Accountant, Lahore Municipality)

  2. Baaoo Mian Muhammad Shah Din (Senior Bureaucrat)

* Crucial Historical Distinction: Mian Muhammad Shah Din the senior bureaucrat

must never be confused with the historical figure Justice Mian Muhammad Shah Din. Although they belonged to the same noble Arain caste of Baghbanpura, they were not relatives. Mian Sahib's legendary career was carved purely out of his own self-made merit, brilliant intellect, and exceptional work ethic.

II. Academic Brilliance & Intellectual Depth

* Schooling & Matriculation: Achieved the absolute top scorer position, earning his name permanently on the school's prestigious Roll of Honor Board.

* F.Sc. (Non-Medical): Secured an elite 2nd Position across the board.

* Master's Degree (1953): Earned his Master's degree with a groundbreaking thesis on the philosophy of Allama Iqbal.

* Academic Commendation: Personally awarded a commendation letter for his academic genius by the legendary Vice Chancellor, Professor Khwaja Abdul Hamid.

III. The Scholar-Warrior: Military Endurance (Mid-1950s)

* Strategic Selection: Selected for high-stakes military maneuvers and granted the temporary rank of Captain under the eyes of Commander-in-Chief General Ayub Khan.

* The Midnight Swim: Plunged into the

treacherous, freezing, mountain-fed waters of the Chenab River at midnight in December, successfully swimming across under General Ayub’s direct observation.

* Soldier's Commander: Refused elite quarters to sleep in the tents on the cold ground alongside his soldiers.

* The 45-Mile March: Woke up the next morning

and completed a grueling 45-mile tactical crawl-walk all the way to the Gujranwala Cantonment.

* Supreme Recognition: Personally awarded a handsome cash prize and a glowing commendation letter by General Ayub Khan for his superhuman endurance.

IV. National Security & The 1971 War Emergency

* Civil Defence Beginnings: Served as an ARP (Air Raid Precautions) Officer, transitioning to District Civil Defence Officer in Multan.

* Chief Staff Officer (CSO): Elevated to Chief Staff Officer of West Pakistan Civil Defence.

* Strategic Alliance: Worked in close, trusted

proximity with the legendary war veteran and Olympic hero, Col. Ali Iqtidar Shah Dara, at the historic Bahawalpur House in Lahore.

* 1971 War Deputation to Gujrat: During the intense 1971 Indo-Pakistani War, Mian Sahib was placed on active war emergency deputation. He visited Gujrat as the Additional Director of Civil Defence,

where he addressed massive gatherings of citizens to rally public resilience. In recognition of his moving leadership and service, the grateful people of Gujrat presented him with a beautifully written official address of praise (SpaasNama).

V. Macro-Level

Governance: The One Unit Era

* Public Service Commission Selection: Rigorously selected by the West Pakistan Public Service Commission, catapulting him into the elite mainstream executive branch.

* Secretary of PCDC: Served as the Secretary of the Pension Cases Disposal Committee

(PCDC) for the entire One Unit of West Pakistan. He single-handedly managed, untangled, and resolved the retirement and provident funds for every single public servant from Karachi to Peshawar out of the Lahore Secretariat.

* Governor's Handshake (1960): Upon his first Secretariat appointment as Section Officer Establishment (S&GAD),

the outgoing Governor of West Pakistan, Akhtar Hussain (ICS), broke strict protocol to personally walk into Mian Sahib's office to greet him and say goodbye.

VI. The Mentor & Peer to the Elite: Training the Bureaucracy

Mian Muhammad Shah Din was deeply revered

within the upper echelons of the Civil Service of Pakistan (CSP). Due to his vast structural mastery of establishment rules, policy, and unshakeable ethics, he served as a vital guide, senior lecturer, and respected superior to incoming young bureaucrats and general state officials. His close bosses, colleagues, and followers included the

absolute giants of Pakistani administration:

* Mr. Sherdil CSP: Started alongside Mian Sahib as a fellow Section Officer in S&GAD, and later progressed to become the Chief Secretary of Balochistan and subsequently the Chief Secretary of Punjab.

* Mr. Hassan Zaheer CSP: (Later Cabinet Secretary of Pakistan)

* Syed Nusrat Hussain CSP

* Ch Irshad CSP

* Syed Akhlaq Hussain CSP

VII. Administrative Mandates & Moral Preaching

* The District Courts Masjid Lecture: In the early 1970s, during an official visit to the Lahore District Courts, Mian Sahib gathered all the

working magistrates inside the court's masjid. Standing before them, he delivered a powerful, moving lecture strictly focused on the divine importance of 'Rizq-e-Halal' (honest living) and directly advised them to fairly, honestly, and swiftly conclude their pending cases without bowing to corruption or delays.

* Section Officer O&M

(Organization & Methods): Selected to run the structural "brain" of the bureaucracy to optimize provincial efficiency.

* Estate Officer of Lahore: Held absolute administrative control over the GORs (Government Officer Residences), managing the living quarters of the most powerful judges, secretaries, and military

commanders in the province.

* Home Department (SO Police): Positioned at the apex of law and order coordination, managing police administrative protocols directly under the Home Secretary.

* International Specialization & Grade 18 (1970): Handpicked by the state for an advanced professional course in the

United Kingdom, returning in 1970 to a well-deserved promotion to Grade 18.

VIII. Unyielding Integrity & Moral Battles (1970s)

* The Defiance of Minister Tari: While serving as Estate Officer, the highly powerful Senior Minister Sadiq Hussain Qureshi ("Tari") ordered

an out-of-turn GOR-1 bungalow allotment for a favorite. Recognizing it as unfair, Mian Sahib flatly refused, standing firm even when threatened by the Minister.

* Protecting the Weak: Appointed as Inquiry Officer to probe alleged corruption by a CM Office driver. Finding the working-class driver completely innocent, Mian

Sahib defied the elite and fully exonerated him.

* The Price of Justice: Enraged by his honesty, the Chief Minister's administration abused its power and forced Mian Sahib into premature retirement.

* The Zia-Era Vindication: Mian Sahib petitioned against the wrongful dismissal. He won a historic, complete victory

—fully restored from the backdate with full retro-active pay, benefits, and a promotion to Grade 19 as Deputy Secretary (Welfare) S&GAD.

* The Great Administrator & Pension Chairman: Concurrently served with elite distinction as the Administrator of the iconic Alfalah Building on The Mall. He also sat as the Chairman of the Pension

Cases Disposal Committee (PCDC), a role so heavy it replaced the jurisdiction of the Accountant General (AG) Punjab.

IX. Public Reverence & Justice for the Vulnerable

* The Grand Sargodha Reception: Upon his arrival at the Sargodha Base Railway Station as Deputy

Secretary and Chairman PCDC, an overwhelming crowd of over 500 people and high-ranking public officials gathered to receive and honor him. This massive moment of public reverence was witnessed and noted by a top-ranking Principal of the local Air Force School.

* Instant Justice for a Widow: On one notable occasion, a poor widow

came directly to Mian Sahib weeping and complaining about the non-payment of her deceased husband's retirement pension. Hearing her plight, Mian Sahib took immediate, strict administrative action, slicing through months of bureaucratic red tape on the spot to ensure her check was cut and delivered to her right away.

X. Quitting with Honor

* Dignified Exit: Having completely cleared his name, restored his honor, and won his rightful rank, Mian Sahib proved he did not care for titles or power. He declined promises of even higher grades and voluntarily retired early on his own terms to focus his

life on his family, values, and faith.

* Media Legacy: Recognized as a living monument of state history, Pakistan Television (PTV) sent a camera crew to his home in Lahore in the late 1970s to broadcast his wisdom to the entire nation.

XI. Public Tributes & Living Testimonials

"Mian sahib was a practical honest Muslim and an intelligent and witty person... You can guess his character by just counting Allah's blessing upon him in this world in the shape of his contented heart and his blessed children, who are for sure going to be

SADQA JAARIYA for him. He brought up more than three daughters and as per our Prophet (SAW) promise Inshallah shall be sharing with him in Jannat." — Humayun Azhar Chaudhry (Senior Electrical Engineer, KEO International Consultants, Doha, Qatar)

> "I had the opportunity to sit with Marhoum Mian

Sahib few times. It was very enjoyable to talk to him. Comparing myself with him, his memory was incredible. He narrated several Iqbal's poems... Last meeting I had with him it was in the hospital. He was little drowsy that evening but he felt my presence momentarily & shook hand. I still feel the tenderness of the hand of a man with great caliber."

> "He was a great man. May God bless his soul. I am son of Late Sardar Karim Nawaz, Secretary S&GAD Punjab Govt whom you have mentioned above."

> — Lonelysoul (Son of Late Sardar Karim Nawaz)

> "Masha'Allah wonderful memoir of

our Grandfather. May Allah make his journey easy and reward him highly for all the good deeds. Truly, he was a teacher! A knowledge tree full of lessons and good wisdom. A shining light! His face always radiated with steadfastness, perseverance, hope and endless mercy from Allah Sobhanu wa Ta'ala."

— Rabia (Canada)

> "My Grandfather, marhoom, had been blessed with character, integrity, honesty, and righteousness in his actions and words. The shine in his eyes and the noor on his face alone was enough for most of us to feel motivated in life... He had devoted his life for the goodness of mankind and for helping the needy,

the weak and the poor - with the powers of his authority and personally in his neighborhood... He was blessed with amazing memory which even in the late age was unchanged, and he used to quote verses with precise references from the Holy Quran or Allama Iqbal's poems... Mian Sahib lived it by example of his life."

> — Ahmad Siddique

> "Nana abu was a living legend and walking example of Taqwa and Iman. His trust in Allah was just a small reflection of the purity and determination he was blessed with... He used to raise his hands all the time asking for forgiveness and success, not only for himself but for every member of family and

others too. The land of pure has produced many many gems despite all the problems and he was surely one. His voice still echoes, his presence still felt."

> — Azhar Siddique
