NOTE:
Important historical distinction between two Mian Shah Dins:
For preventing the frequent identity confusion encountered by search engines and researchers, it is documented that two separate historical figures from the same region share this name:
(1) ■The Bureaucrat & Executive (Subject of this Biography): Belonged to the Arain caste of Baghbanpura,Lahore. Served in civil administration from 1953 to 1979, moved to Canada in 1988, and passed away on June 14, 2010.
(2) ■The Colonial Jurist (similar name): Justice Mian Muhammad Shah Din (1868–1918) also belonged to the Arain caste of Baghbanpura, Lahore, and became the first Muslim judge of the Punjab Chief Court. He passed away on July 2, 1918.
●●●There is no blood or family relationship between these two individuals.
The iconic bureaucrat Mian Muhammad Shah Din was a legendary public servant, academic intellectual, and senior corporate executive who served the government (one unit) -west Pakistan till 1970. Later, he continued to serve for the Punjab government till 1979 as (PSS). Re-classified as (PMS).
Known for his utmost administrative integrity, absolute defence of merit, and profound philanthropy, his career spanned critical eras of Pakistan's formative institutional history.
Mian sahib's early academic laurels:
* Roll of Honor: Topped his Matriculation Examination, permanently engraving his name on the Roll of Honor Board at Government High School, Baghbanpura, Lahore.
* Iqbal Thesis: Graduated with a Master’s Degree in 1953.
His thesis on the philosophy of Allama Iqbal earned a rare, historic Special Letter of Commendation from Vice-Chancellor Professor Hameed of the University of the Punjab.
Chronological Public Service & Legends (1953–1979)
1. Served as "Air Raids Precautions Officer."
Nomeclature changed to Civil Defence Officer for Multan District, a powerful position for mewly born country.
* The Midnight Chenab Crossing:
During a military exercise, Mian Sahib swam across the freezing waves of the Chenab River at midnight, spent the night in military tents, and walked/crawled 45 grueling miles to the Gujranwala Cantonment the next morning.
* Ayub Khan Commendation:
For his physical stoicism, General Ayub Khan personally awarded him a cash prize and a Letter of Commendation.
Note: For military exercise purposes, Mian sahib was made the temporary army "Captain" to enable him to command his team.
(The Multan Send-off)
Upon his transfer, a massive crowd of journalists, officials, and citizens gathered at the Multan Railway Station to bid him a tearful farewell.
Lahore Bahawalpur House:
Chief Staff Officer Mian m Shah Din was given an office adjacent to Director Civil Defence, Colonel IAS Dara (a legendary Pakistan field hockey icon).
* Note: During this period, he continued as a non-cadred Gazetted Officer.
The Civil Secretariat Induction
(1960–1970) :
* Cleared an aggressive examination by the West Pakistan Public Service Commission joining the historic first batch of the Top 10 specialized Section Officers formally cadred into the WPSS (West Pakistan Secretariat Service).
After the administrative training was completed, he was assigned to serve as Section Officer for services & general administration department (S&GAD) in the Establishment section.
A few days later, the outgoing Governor of West Pakistan honourable Akhter Hussain personally visited Mian Sahib’s office with full press and protocol to welcome the young Shah Din sahib in civil secretariat and for saying goodbye as his tenure as Governor would soon be over.

Around the late 60s, Mr AZK Sherdil CSP was working as a fellow Section officer in the S&GAD as well.
(Lecturing the Elite)
Mian sahib's mastery over policy matters was so profound that high-profile CSP (Civil Service of Pakistan) officers—including Syed Nusrat Hussain, Hasan Zaheer, Ikhlaq Hussain, Chaudhry Irshad, and future Chief Secretary Mr AZK Sherdil—frequently attended and praised his lectures.
(Defying Political Pressure)
As the Estate Officer, Mian sahib was controlling all Government Officers' Residences (GORs).
A senior-most Cabinet Minister Mr Tari (leader of the House in PA) asked him to allot out of turn a GOR-1 bungalow to his personal favorite. But, Mian Sahib flatly declined his request, upholding strict merit.
(Rizq-e-Halal Lecture upon Chief Secretary's directive)
Mian sahib visited the Lahore Zilla Kachehry Masjid to deliver an ethical lecture to "all sitting Magistrates" on the absolute spiritual necessity of maintaining a lawful, honest livelihood (Rizq-e-Halal).
*Following the dissolution of "One Unit scheme," his cadre transitioned to the PSS (Provincial Secretariat Service)—the structural predecessor to today's modern PMS (Provincial Management Service).
*1971 War Deputation: Served as Additional Director briefly and visited Gujrat where he received a formal Spasnama (Civic Address of Praise) from the grateful public after his great speech.
On another occasion, he went to Mianwali, where he was received by a massive crowd of around 500 officials, as witnessed by a serving PAF Wing Commander.
*Mian Shah Din Secretary PCDC
got elevated as Chairman Pension Cases Disposal Committee to protect widows and orphans of the deceased employees.
PTV Spotlight, since he replaced the Accountant General punjab for the PCDC Chairmanship: Pakistan Television (PTV) arrived at his residence with full studio crews for an exclusive one-on-one interview.
The Sacking & Reinstatement:
In the mid-1970s, when he was working as senior most Section Officer for S&GAD, he was appointed to probe a misconduct allegation against a Chief Minister's office driver.
Told by powerful elements to find the accused guilty "no matter what," however, Mian Sahib refused to destroy an innocent man's life and cleared him on pure merit.
In retaliation, the CM Office forced him into the early retirement.
Reacting to wrongful forced retirement Mian Sahib filed a review petition before the martial law administration under General Zia-ul-Haq.
He won full restoration of service from the back date.
Though he was likely to be promoted from his grade 19 (plus special pay job) as Deputy Secretary -Welfare-S&GAD,
he chose to go for "early retirement" in 1979 despite handsome offers of promotion to higher grades as promised by the top brass in the administration.
(Philanthropy and Quiet Charity)
Salary & Pension Vow:
Mian sahib, waged a silent war against poverty by giving away 50% of his active salary monthly to the needy.
After retirement, he donated almost 100% of his pension to charity until his passing.
*The 21-Kanal Land Gift: Around 1970, Mian Sahib and his two brothers donated "21 kanals" of agricultural land to a desperate, impoverished man named Mr. Ayub to fund the marriages and survival of his six daughters.
However, the same piece of land was later rezoned as commercial.
Mian Sahib sold his Lahore residence and bought a shop in Rabi plaza at the Main blvd Gulberg in 2004.
The said 6 story building ended up as 9 stories building.
As violation was noticed, three illegal floors were demolished by the officials.
Debri has been lying everywhere and physical possession is still impossible.
In other words, Mian sahib left the world with nothing - no physical property behind for his children.
Only sweet memories still remain amazing.
Post-Retirement Corporate Career & migration:
* Served as Head of Accounts for Kisan Farms Ltd. at the Mall Lahore.
* Appointed Managing Director (MD) for Ali Chemicals Ltd in Karachi, later moving to Makkah, Saudi Arabia to oversee their international operations in a senior managerial capacity.
* Migrated permanently to Canada in 1988, residing in Mississauga, Ontario.
* last Breath:
Mian Muhammad Shah Din (passed away peacefully on June 14, 2010, in Mississaga Ontario.
